Their tactics are bullying and attention whoring, but those not anywhere near as severe as tactics terrorists use. For entering so many buildings illegally and all of that kind of thing. For dumping animal bodies in a shelter after killing them. Someone else will have to verify this, but I believe that the US government considers them as terrorist right now.
